Company Overview
SAFI Corporation Ltd is a Rwandan Trading and Custom-Bonded House Logistics Management Company entrusted with the transformation and management of the Kiyanzi Customs Bonded Warehouse (CBW) in Kirehe District. Located approximately five kilometres from the Rusumo One-Stop Border Post along the Kigali–Rusumo highway, the facility serves as a strategic logistics hub on the Rwanda–Tanzania trade axis, directly linking to the Central Corridor and the Port of Dar es Salaam.
Kiyanzi’s position makes it a pivotal transit, storage, and re-export platform connecting Rwanda with Tanzania, Burundi, and eastern DR Congo.
Services and Operations
Under a Public-Private Partnership with the Ministry of Trade and Industry (MINICOM), SAFI Corporation Ltd oversees the full operationalization of the Kiyanzi facility as a modern bonded warehouse. Core services include customs-controlled storage for imports and exports, cargo consolidation and deconsolidation, cross-border transit facilitation, and logistics support for Made-in-Rwanda exports.
SAFI has developed Standard Operating Procedures (SOPs) for cargo reception, verification, and release, aligned with Rwanda Revenue Authority (RRA) requirements. Additionally, the firm is establishing a multi-agency office hosting RRA, RICA, RBS, and FDA staff to deliver real-time customs and inspection services on-site.
Complementary services include installation of digital warehouse-management systems (WMS) integrated with ASYCUDA World, electronic invoicing, and a client-support centre for customs agents and transporters. SAFI also manages the development of social amenities such as guest accommodations, catering facilities, and rest areas for drivers and customs personnel to support 24-hour operations.
Infrastructure and Facilities
The Kiyanzi site comprises approximately two acres of warehousing space and an additional one-acre truck-parking yard. SAFI Corporation is undertaking extensive upgrades — including floor tiling, CCTV and perimeter wall installation, paving and drainage works, and acquisition of cargo-handling machinery (forklifts, mobile weighbridge, cranes).
Plans include construction of an integrated multi-agency office block, installation of pallet racking systems, and deployment of renewable-energy power solutions to guarantee operational reliability.
Strategic Outlook
SAFI Corporation’s strategy emphasizes transforming Kiyanzi into a fully accredited bonded warehouse that meets international logistics standards and supports regional integration under the EAC and AfCFTA frameworks.
By 2027, the company targets full operationalization with 70% occupancy, a digitalized management system, and diversified service offerings including hospitality, packaging, and labeling.
SAFI’s integrated approach combines infrastructure modernization, institutional alignment, and client mobilization to position Kiyanzi as Rwanda’s eastern logistics gateway and a model for public–private collaboration in trade facilitation.
