CJAVIC Ltd is a Rwandan Trading and Customs-Bonded Warehouse Logistics Management Company at the forefront of transforming regional logistics infrastructure through Public-Private Partnerships (PPPs). The company manages two strategic trade assets — the Karongi Dry Port in Western Rwanda and the Rusumo Cross-Border Market in Kirehe District — both forming critical nodes within Rwanda’s decentralized trade and logistics network.

The Karongi Dry Port is located approximately five kilometres from Karongi Town on the shores of Lake Kivu, while the Rusumo facility lies along the Kigali–Rusumo–Tanzania highway within the Eastern Trade Corridor. Together, these locations anchor CJAVIC’s mission to integrate domestic, lake, and regional trade routes linking Rwanda with the Democratic Republic of Congo and Tanzania.

Services and Operations

At Karongi, CJAVIC Ltd operates a comprehensive logistics and warehousing service offering that includes bonded-cargo handling, warehousing and storage, animal trading yard management, and port docking coordination. Through its PPP with the District of Karongi, CJAVIC has converted 11 market stalls into functional warehouses, rehabilitated a 648 m² logistics warehouse for RRA-bonded operations, and invested over RWF 39 million in infrastructure upgrades.

The company’s services are structured around efficiency, compliance, and affordability — focusing on transit cargo management, Made-in-Rwanda export facilitation, and trader formalization.

At the Rusumo Cross-Border Market, CJAVIC oversees integrated trade logistics linking the market to the Kiyanzi Warehouse complex. Services include bonded-warehouse preparation, duty-free retailing, hospitality management through the on-site guest house, and the facilitation of a simplified import tax regime (SITR) to support small-scale traders.

The firm has initiated digital trader registration systems, improved sanitation and lighting, and expanded partnerships with financial institutions to enable inclusive cross-border commerce.

Infrastructure and Strategic Outlook

CJAVIC’s management spans diverse facilities — warehouses, docking yards, animal markets, abattoirs, parking areas, guest accommodations, and administrative offices — strategically positioned to streamline trade flows. At Karongi, infrastructure components include 11 warehouses, 29 retail shops, a docking area for cargo boats, and an animal yard. Rusumo’s facilities feature over 180 retail and wholesale units, cold rooms, an abattoir, and a 500 m² warehouse under rehabilitation.

Across both sites, CJAVIC is spearheading infrastructure upgrades such as perimeter fencing, CCTV installation, improved drainage and lighting, and road rehabilitation to meet RRA and international logistics standards.

Guided by Rwanda’s Vision 2050 and the AfCFTA integration agenda, CJAVIC Ltd’s long-term vision is to establish a network of duty-free trade and logistics hubs along Rwanda’s key corridors. The company’s 2025–2026 roadmap emphasizes bonded-warehouse licensing, expansion of cargo docks, establishment of multi-agency customs offices, and promotion of digitalized logistics systems.
